[1]- First of all open a new document size300x300 pixel
96 resolution, RGBcolor mode
[2]- Forground color=Blue and
Background color=Cyan.

[3]- Press the "D" key on your key board
Now type any words with Text tool

[4]- Copy to the Text
layer with Ctrl+J

[5]- Select the Orginel Text layer now
Go to Filter>Blur >Gaussian Blur :4.9 Pixel

[6]- Now go to Filter> Pixelate>Mosaic
and use the following settings

double click on this layer now select
the Outer Glow from the Layer style
now Use the following settings

from the Layer style and use the
